Problem 1 – Hint 2

The rotating ball will have both volume and surface charges. Based on Hint 1, the surface charge can be represented as a superposition of oblate and prolate spheroids with equal and opposite homogeneous volume charge densities, at the limit where the charge density tends to infinity while the ellipticities of the spheroids vanish.
